Readiness Committee

"The Readiness Committee is a Standing Committee of the Society of American Military Engineers, as established under Article VIII of its Constitution.  The Committee is tasked to consider and develop means to assist the nation in maintaining a capability to mobilize quickly and effectively."

The Baltimore Post's Readiness Committee was established to provide Sustaining Member support to federal, state and local entities in the event of a natural or malevolent event.  We hope you will find the provided information useful and we welcome all comments on the provided information.

Fast Start Plan

OPERATION FAST START is that initiative undertaken by The Society of American Military Engineers (SAME) to support our nation's overall preparedness and response to major natural disasters, national and technological emergencies and national security crises.  Our Fast Start Plan outlines how civilian architectural and engineering firms, construction contractors, materials suppliers, and other firms can interact with military and government construction agencies in the USACE Baltimore District area to effectively respond to any major emergency.

The Baltimore Post Readiness Committee is currently updating the Post Fast Start Plan and needs your help.  The plan will be used in support of the U.S. Army Corps of Engineers, Baltimore District, in the event of a natural or malevolent event within the district boundaries.  Please help us by filling out this questionnaire.  The information you provide will be maintained by the Readiness Committee within a database for quick access.  If you have any questions, please contact Scott Spencer at 301.220.1878.

Readiness Workshop

The Readiness Committee is responsible for putting together one post workshop a year. If you have any suggestions or have any innovative concepts or interesting projects regarding Force Protection or Disaster Preparedness/Response please contact the Readiness Chair.

November 19th, 2003 - Theme:  Battling Multiple Hazards in today's Environment

November 17th, 2004 – Theme:  Antiterrorism/Force Protection for DoD Installations

Featured Speaker:  Commander Chris Decker, CEC, USN, PE,
OPNAV Ashore Readiness Division,
Force Protection/Public Safety Commander Navy Installations Public Safety for Force Protection & Emergency Management

The United States Navy invests over $1B/year in anti-terrorism and consequence management capabilities ashore worldwide.  These investments must be allocated in the most cost effective way to reduce terrorism risk without detracting from the Navy's efforts to recapitalize the fleet.  Commander Decker will discuss how the Navy is using broad concepts associated with the development of a Navy Program of record in combating terrorism and how those investments are made across the Navy.  Topics of interest include:

  • What broad precepts are used in Combating terrorism ashore
  • How anti-terrorism capabilities are developed in consonance with the rest of the military
  • How are capabilities modeled to determine optimal investment strategies
  • What are the procurement strategies that guide these investments
  • How would interested contractors and consultants access the Navy procurement programs
  • What are the Navy's strategies to sustain the ashore anti-terrorism investment efforts
